webbuild to reflect changes in README and META file of package

Description
When an initial webbuild was done and some typos, correction are needed on the README or META file, a new webbuild does not regenerate the html file in the /usr/sepp/html folder. Dependencies could solve this or an easier fix could be to enable a force on webbuild. With --force [package] the /usr/sepp/html would be recreated on selected or all packages.

In the SEPP System you have to add a new line with a newer date to the CHANGES file ... otherwise webbuild will not parse the META and README file ... so this is as expected.
